National Inland Waterways Authority, Lokoja area office commences arresting of defaulters of Inland Waterways Transportation Regulations twenty twenty-three
The National Inland Waterways Authority (NIWA), Lokoja area office has commenced the enforcement of Inland Waterways Transportation Regulation twenty twenty-three, by arresting defaulters across boat landing points in Kogi State.
This is in a bid to ensure the compliance with the Inland Waterways Transportation Regulation twenty twenty-three, as NIWA Lokoja Area Office embarked on enforcement of the regulations across the state, starting from Kpata market and Ganaja Boat landing points, arresting defaulters who failed to abide by the waterways safety protocols.
The regulations includes wearing of life jackets, avoid overloading, boats must be in good condition and all boat operators must be licensed to operate amongst others.
Speaking after the operation, the Area Manager, Lokoja Area Office of NIWA, Engineer Titus Adoga, said the organization had earlier embarked on sensitization across boat landing units, on radios and televisions to sensitize the people on the need to embrace the use of live jacket and other safety precautions.
"We are here to carry out enforcement of Inland Waterways Transportation Regulation 2023 which among other things says that for every operator on the waterway their boats must be sand and sea waters, there must be use of life jackets, the regulations frown at overloading and we also ensure that the operators are licensed to work. The organizations have in the past gone on sensitizations even to kpata market. We have distributed live jackets to them. We have gone on radios and televisions to sensitize the people on the need for the use of live jackets. All these ones are purely soft enforcement. By this time around we are out for physical enforcement". He said.
Engineer Titus maintained that the provisions of live jackets lies squarely on the boat operators, but to complement their efforts, the Federal Government, through the Ministries of Marine and Blue Economies, NIWA, HYPERDEC and NEMA, have distributed substantive live jackets to boat operators and appealed to them to provide more for themselves.
He described the distribution of live jackets to boat operators across boat landing units as purely soft enforcement towards ensuring the safety of lives and property of the people, warning that any boat operator that is not ready to comply will be arrested and charged accordingly.
"For now, any boats or any operator that is not ready to comply will be arrested and charged accordingly". Eng. Titus.
The Chairman, Ganaja Maritime Union, Siyaka Musa said the union is putting measures in place to ensure that boats operators and their boats strictly adhere to the waterways safety protocols.
One of the Boat operators, Comrade Ademu Suleiman, who is plying Shintaku to Ganaja Boat landing point, emphasized the importance of using live jackets and promised to continue to abide by the safety precautions.
Some defaulters were arrested during the operation and are waiting to be charged to court according.
